Barry Rose founded Rose Joneson Vargas in 1994, after seven years working for the American Samoa Government as an Assistant Attorney General (1987-88) and Assistant Public Defender (1989-93). Prior to moving to American Samoa, Barry was an associate attorney at Robinson Buchanan and Johnson, of Richmond, Virginia.
During his more than two decades at the helm of RJV, Barry has represented and advised many of American Samoa’s leading businesses and major U.S., Australian and New Zealand businesses with interests in American Samoa.
Barry maintains excellent working relationships with the many American Samoa Government agencies and regulatory boards that RJV clients need to interact with, including the Offices of the Governor and the Attorney General.
In addition to his legal work, Barry is the former President of Bluesky Communications, which is the largest wireless telephone operator, cable television operator, and Internet Service Provider in American Samoa. During his tenure at Bluesky, Barry led the submarine fiber optic cable project now known as American Samoa Hawaii Cable, Incorporated. American Samoa Hawaii Cable owns and operates the only submarine fiber optic cables providing data and voice connectivity to Hawaii and the independent state of Samoa.
Barry is a past president of the American Samoa Outrigger Canoe Association and has served on the boards of the Feleti Barstow Public Library and Fatuoaiga Catholic Social Services agency.
